<p>The outcome represents a major defeat for the United States Department of Justice, which obtained Firtash&#8217;s arrest in 2014, overturned Austria&#8217;s initial refusal to extradite him, prevailed before Austria&#8217;s Supreme Court, and secured ministerial approval for his surrender.</p>
