(Newswire.net — February 27, 2016) — Chicago, Illinois – Republicans proposed a new bill that restricts financial aid to mothers who refuse to disclose, or don’t know who the father of their children is.
The draft law makes no excuse for rape victims who decide not to abort, but are brave enough to give birth. The bill, however, excludes in vitro mothers, Russia Today reported.
According to RT News, GOP members John Cavaletto and Keith Wheeler proposed a new bill that is currently in committee. If passed, this bill would deny newborns birth certificates if their mothers will not or cannot provide the name of the biological father.
“Absent DNA evidence or a family member’s name, a birth certificate will not be issued and the mother will be ineligible for financial aid from the State for support of the child,” the bill reads.
In addition, the bill proposes denying the state’s financial support for a child born to a single mother if she failed to provide evidence of the biological father within a 30 day span. If there is doubt as to who the real father is, a mother needs to provide a DNA test result identifying him, or financial aid would not be granted.
“A family that does not comply with the Vital Records Act provision concerning birth certificates of unmarried mothers shall be ineligible for aid for support of the child,” the draft of this new bill says.
If passed into law, amendments would have to be attached to the current law that do not require paternity records.
According to that law, in case a mother is not married to the biological father even in the time of the conception, the name of the father shall be entered on the child’s birth certificate only if both parents give signed an acknowledgment of parentage.
Republicans have expressed an anti-abortion stance, however, the bill reportedly makes no exception for victims of rape or incest.
Interestingly though, the new bill requirements would not apply to “artificially inseminated mothers,” RT News reported.
