A mortgage lending expert has launched a series of loan services aimed at helping veterans secure Veterans Affairs (VA) mortgages in the states of Iowa and Illinois, particularly in the Quad Cities.

The new VA services are being offered by Cissi Leinonen, a licensed mortgage consultant in both Iowa and Illinois. Ms. Leinonen can help veterans secure a mortgage, get qualified for a VA closing discount, or claim their property tax exemption exemption.

A VA loan is a low-interest mortgage available through the U.S. Department of Veterans Affairs. It has a low interest rate because the federal government guarantees part of the loan, allowing private lenders to offer better rates than conventional mortgages.

In addition, many states offer property exemptions to disabled veterans. In Illinois, a qualified disabled veteran can receive a $2,500 property tax exemption for a disability of 30-50%. The amount of exemption increases in proportion to the level of disability. Iowa veterans who have served on active duty for at least 18 months can receive an exemption worth $1,852 on their primary residence.

According to Ms. Leinonen, her VA-focused services are essential as only half of the total number of U.S. veterans use their benefits. The VA’s latest utilization profile in 2017 found that only 49% of veterans were able to utilize at least one VA benefit during the survey period.

Ms. Leinonen explained that veterans who are not using their benefits might have found the application process too daunting or many have no knowledge of how to apply. The Department of Veterans Affairs Mental Health Services had similar findings, reporting in 2018 that numerous veterans were unaware of how to apply for mental health care benefits.

A long-time mortgage professional, Ms. Leinonen moved to the Quad Cities in 1990 and has been in the mortgage industry since 2004. She represents Caliber Home Loans, a Texas-based home mortgage originator, and is a Federal Deposit Insurance Corporation member and an Equal Housing Lender.

Apart from VA loans, she has helped clients secure financing for one to four family properties, including primary residences, vacation homes, and investment properties. Ms. Leinonen has received numerous positive reviews on her Zillow profile at https://www.zillow.com/lender-profile/cissi7/

“There are many reasons that limit people from buying a home, and veterans are not immune to these challenges,” Ms. Leinonen said. “My role is to work with these people to identify those limiting factors and create a clearer path toward homeownership.”
