You must know that person reasonably to be able to pass judgments instead of labeling them after just one good or bad experience. Other influencing factors may cause their behavior, such as their personal or professional circumstances. Your next experience with them could be radically different.

If you really want to call someone bad or label them as one of the worst scumbuckets, you must have a series of nasty encounters and experiences with them. If others also point out that they have had similar unpleasant experiences, we can safely conclude that the person is eligible for the label of scum bucket.
