(Newswire.net — December 9, 2019) — Tuva Industrial Energy Corporation (TEIC) has announced the appointment of Leonid Stavitsky as Director-General of the company. Stavitsky is a seasoned executive who previously served as the Russian Federation’s First Deputy Minister of Construction, Housing and Utilities. As the main stakeholder of Tuva Industrial Energy Corporation, Ruslan Baysarov welcomed Leonid Stavitsky to the company.
Geared for Expansion
The former Deputy Minister’s experience in the construction industry is highly beneficial to Tuva Industrial Energy Corporation, especially in light of the Elegest-Kyzyl-Kuragino Railway Line project, which is in its early stages of development. The project is of great importance to the company from a strategic point of view. It is also a high priority project for the infrastructure development of the Republic of Tuva as well as the state’s continued expansion of its transportation system. The appointment of Stavitsky plays a vital role in ensuring the success of the project.
The Elegest-Kyzyl-Kuragino project is an integral part of a 30-year concession agreement with the Federal Agency for Rail Transport. The concession involves creating the Tuva Industrial Energy Corporation Kyzyl-Kuragino subsidiary. Russian Railways owns a 5% stake in it, Leader owns 47.5% and Tuva Industrial Energy Corporation also has a 47.5% share.
An Ambitious Project
The plan is for the railway line to stretch over 400 kilometres. To effectively cross the terrain with all its geographical challenges, it is necessary to plan several bridges and tunnels to cross areas otherwise inaccessible. It was ascertained that the line would require eight individual tunnels to be dug and constructed, which amounts to 11 kilometres of tunnels in total. A total of 127 bridges which amounts to 16 kilometres in length are also needed. Ultimately, this large-scale project will prepare the terrain to accommodate the shipping of around 15 million tons of freight every year.
Besides the Elegest-Kyzyl-Kuragino project, the Tuva Industrial Energy Corporation have built major infrastructure and industrial facilities such as a processing plant and mining facilities for the Elegest coal deposit, which has around 855 million tons of coal in its reserves. The company is also responsible for the construction of the coal terminal located close to Cape Burny in Khabarovsk Krai. The Elegest-Kyzyl-Kuragino railway line and the facilities that are developed will be instrumental in transporting the coal from the deposit.
Full Support From the Russian Government
In December 2011, the President of Russia, Vladimir Putin, gave his approval for the construction and development of the Elegest-Kyzyl-Kuragino railroad track. In March 2019, the Prime Minister of Russia, Dmitry Medvedev assigned Maxim Oreshkin, Minister of Economic Development to oversee the Republic of Tuva in his role as Federal Curator. One of the first and main priorities Oreshkin has been tasked with is to ensure that all potential and outstanding issues are resolved fast and efficiently to pave the way for the construction of the very first railway line in the Republic of Tuva to commence as quickly as possible.
