Cannabis buyers would pay a 15% sales tax, while growers and cultivators are expected to pay a tax rate of $9.25 per ounce of flowers (buds) and $2.75 per ounce for leaves. Qualifying medical marijuana sales and cultivation would be exempt from these taxes. The measure also sets protections for independent and small-scale growers, cultivators, and sellers by disallowing licenses for corporate businesses for a minimum of five years after passage. This serves to deter unreasonable restraints on competition by creating corporate monopolies which could drive smaller operations out of business.
