Caulking and sanding are imperative steps that should always be employed.  These steps can allow the painting process to create a clean and even surface to enable optimal drying and the look of the painted finish.   Substances on window sills and door frames should not include wood filler for exterior painting since moisture will not repel well with such fillers.  Epoxy is the choice that should be used for outside. 

 

Scraping the old paint requires the use of a torch to heat up the old paint and allow it to be loosened with the scraper.  Then a good sanding should be done with the surface then wiped clean so there are no loose particles that the paint will not adhere to.
